The Colorado Commission for the Deaf, Hard of Hearing, and DeafBlind (CCDHHDB) administers iCanConnect in Colorado.
Under the Department of Human Services, CCDHHDB provides a number of services, including telecommunications equipment and accessories to qualified deaf and hard-of-hearing citizens of Colorado. In 2012, iCanConnect enabled CCDHHDB to expand its telecommunications service by providing qualified deaf-blind individuals with modern telecommunication tools, granting two-way communication between deaf-blind and the community at large. Such technology includes smartphones, laptops, braille devices and much more.
